Twitch streamers might be an annoying crowd, but they don't deserve to be physically assaulted. It's worth us saying that upfront because after the recent news of Hate Raids on Twitch, it seems like many consider these guys fair game.
While it wasn't the strongest kick in the world. It could easily cause damage to the region and what's more, it's nasty and entirely unwarranted. The perpetrator's face gives little away either; it's hard to know why he would do such a thing.
Perhaps he hates streamers? Maybe Pokimane rejected one too many of his advances, and he decided to vent his frustration on the streaming community in general? Either way, it seems that he and Peeguu didn't know each other before the event in question.

The Consequences
You can't just kick someone in the balls, obviously. And thankfully, Peeguu has now confirmed that he's going to be pressing charges "to the maximum extent". That's if he can find the man now, though, he was so shocked during the incident he didn't pursue the man. As he adds with annoyance at the end of the video: "I should have f***ed him up".
