Why Was Worlds 2021 Moved to Europe?
According to sources, Riot encountered difficulties when finding travel for production staff. Multiple staff members haven't been able to get their approval to travel to China, meaning that they had to find a new solution to put on the best show possible.
Also, teams from the LCS are still trying to secure Visas to China, but are having difficulties as well. Therefore, Riot has made the decision to move the 2021 World Championship quite recently. Riot has not confirmed this information yet, and we are still waiting for an official announcement.

Which Cities will Worlds 2021 Visit?
Since Riot has not made any announcement yet regarding this move, countries and cities in Europe that might host games have not yet been revealed either.
With COVID numbers rising once more, it might be difficult to predict where the event is going to take place and whether it will be another bubble event like the 2020 World Championship and the 2021 Mid-Season Invitational.
When Was the Last World Championship in Europe?
The 2019 World Championship was the last event to host a large number of fans, and was also the last time the World Championship was in Europe. The final had been held in Paris where G2 faced off against FPX.
The 2019 Worlds were held across multiple cities in Spain, Germany and France. Whether any of these countries could be potential host cities for the 2021 World Championship is still out in the open.
