Gabe Newell is the boss of all of Valve. So when Gabe Newell says something like that Valve is working on new games, we listen. We listen, and we think: "Whatever you say, it better be Half-Life 3 news!" Well... is it?
Let's give you the official quote upfront:
"We definitely have games in development that we're going to be announcing – it's fun to ship games. [It's great to] to be back doing single-player games, that created a lot of momentum inside of the company to do more of that."
Yup, that bulge... we had that too. Mind you that Valve previously hinted, very clearly, that Alyx was not the end of Half-Life. Rather, Alyx was meant to be the first of many more Half-Life games. Ok, maybe we're exaggerating slightly, but this much is true: More Half-Life is coming.
But is it Half-Life 3 though?
"It’s probably no surprise that many people at Valve have been wanting to get back to the Half-Life universe for a long time, and this experience has only reinforced that," Valve programmer David Speyrer said at the time. "In the process of creating Half-Life: Alyx, we’ve had to explore new ways to tell stories with these characters and this world, and we’ve discovered a lot of new gameplay experiences that go beyond what we’ve been able to do before. Of course, we’ll have to wait and see how people react to Half-Life: Alyx once it’s out, but we’d love to continue pushing forward."

The above statement is from Valve programmer David Speyrer, back when Half-Life Alyx was released. Call us crazy, but this in combination with the recent statement by Gabe Newell does sound an awful lot like Half-Life 3...
Sure, Gabe Newell didn't get into any Half-Life 3 or Portal 3 question and brushed them off as "moot questions", but: He did that back in the day about a little project called 'Citadel'. That project turned out to be Alyx.
So...
Half-Life 3 confirmed.
