If you look at the stats of the card, yes... if you look at his weak foot, then no. Sorry, but 2* WF has always been extremely burdensome in FIFA. Even his 5* skills don't change that. So, watching pros play the game, you probably won't see the card at all, casuals or fans can definitely give Ziyech a try, though.
