In order to dye Link's hair, you must first obtain the full Charged Armor Set. This outfit is part of the main storyline, so by completing the main quests you'll automatically get the armor eventually. Now that you've got the Charged Armor Set, head your way to Hateno village. From there you visit the Kochi Dye Shop, where you would normally dye your armor sets or customize your paraglider. When entering Hateno from the west side, the dye shop is located on the right, in the middle of the village.

Make sure that you are wearing the full Charged Armor Set and talk to Sayge to change the color of it. You'll see a selection of 15 different dye's, and whatever color you choose for the outfit will also change Link's haircolor. There you go, now you can dye his hair pink!
