The Ring Ruins quest in Zelda: Tears of the Kingdom isn't available from the start. After exploring Kakariko village for the first time, you'll soon notice that it feels like there is nothing to do here. Despite the dramatic events that have occurred in the village, with huge ruins falling down on their roofs, destroying houses and leaving the people in fear, there is not much to find out about the ring ruins just yet.

“Under Princess Zelda's orders”, the people of Kakariko won't allow you to get closer to the ruins. The reason you might not be able to start the Ring Ruin quest at the moment is most likely because you have not made enough progress in the main storyline.

The Ring Ruins quest only becomes available at a very late part of the main storyline. You must first complete the four regional main quests and unlock all four sages.
After finishing the Wind Temple, Fire Temple, Water Temple and the Lightning Temple, your next main quest is called “Hyrule Castle”, but don't be scared… the game doesn't end there. Once you're done with all four temples and completed the Hyrule Castle main quest, the “Secret of the Ring Ruins” quest will become available to you.
