Hwei is the next League of Legends champion and Riot have already revealed that he's a complex mid lane artillery mage. He has a multitude of interesting abilities, and is going to be a complex champion to master in the mid lane thanks to his many abilities.
If you had to compare him to another champion, the complexity of his kit might remind you of Aphelios, as well with how 'overloaded' it is, but he's going to be playing like a mage instead. It's a cool combination, but where should you even start?

Since Hwei hasn't been added to the live servers yet, it'll be difficult to gauge which runes to take for the champion, but we do recommend you pick Sorcery. Picking Summon Aery will probably be good on him, since it can be a defensive or offensive rune that can either damage enemies or shield allies.
Hwei is a versatile champion with insane damage potential, but he's also got the ability to be able to help allies with his utility kit.
Manaflow Band, Celerity and Gathering Storm also seem to be good with Hwei for secondary runes.
Of course, a more aggressive build with the Domination path is also a viable option. Electrocute or Dark Harvest seem like great options as well on Hwei, though we do suggest going to Summon Aery at first for the versatility Hwei offers you in lane.

Unfortunately, we cannot predict the best items for Hwei just yet, since Riot is also going to be reworking the entire item system for the 2024 League of Legends season. Of course, you're going to want to stack as much AP as possible, so his damage can burn through opponents in the lane.
Sorcerer's Shoes are going to be a staple for that added magic penetration, and for the late game Deathcap will also be crucial. As for first items we're going to have to be a bit more patient before we can suggest anything to know how Riot will rework Luden's Echo or Liandry's Anguish.

You're going to want to weave together his abilities. His ultimate, as well as all the forms of his E - Torment abilities are all crowd control abilities. Pairing those together with his Q seem perfect, especially abusing the QW combo wherein more damage is dealt to CC'd enemies.
You'll also want to focus a single target to be able to gain as many stacks as possible of your passive to deal further damage and make sure to get those explosions to go off. This is going to be great for the laning phase where you can constantly bully your opponent.
Make sure to try EW - Gaze of the Abyss into QW - Severing Bolt with WE - Stirring Lights. This is a great set up if there are minions around blocking your way.
Otherwise, you can also go for EQ - Grim Visage into QQ - Devastating Fire with a WE - Stirring Lights combo to get the most damage possible. But honestly, the possibilities are endless for Hwei.
