Star Wars: Outlaws fans and PC players will have to deal with a setback, according to Ubisoft's website.
We're all hyped for Star Wars: Outlaws and as a PC player probably a little bit scared since the horrible PC port for Jedi Survivor. But the possibility of an awful PC port isn't the only thing players have to worry about. The reason to worry is found at the bottom of Ubisoft's Star Wars: Outlaws website.

Ubisoft's Star Wars Outlaws: Bad News For PC Players Revealed
If you're scrolling the official Ubisoft website for Star Wars: Outlaws down to the bottom, you'll find information about involved studios, partners (Lucasfilm Games, obviously) and platforms. The listed platforms on which the new Star Wars game will be released include: Xbox Series X|S, PlayStation 5 and, not PC but only "Ubisoft Connect".
Star Wars: Outlaws will not be released on Steam or Epic Games store, constraining players to use the Ubisoft launcher, if they want to play on PC. Chances are, that the same will go for Avatar: Frontiers of Pandora, with the website looking pretty much the same.

Why Ubisoft Won't Release Games On Other Launchers
Ubisoft isn't happy with the way Steam works, since Valve gets 30% of the earnings without having a part in developing the games. Because Ubisoft wants to keep the money from their own games (which is kinda relatable) they'll probably do the same as they did with Assassin's Creed Valhalla: sell the game exclusively in their own store for years.
So if you don't have and don't want to install Ubisoft Connect, you'll probably have to wait a while. Depending on how good or bad the PC port will be, that might be a good idea anyway.
