If you have played the initial missions of the game far enough and have reached the task "Fast travel directly from the mission menu", there may be a bug that prevents you from progressing. The text box does not disappear even though you have already completed it.
Don't worry, because you did nothing wrong. This issue has been reported by many players already and is in fact a bug that is currently in the game. To fix it, you need to cause another message to pop off and override this one.
An easy way to do this is to just run around long enough, which will max out your CO2. A warning message will then appear on top of the fast travel quest, and cause it to disappear after a few seconds.
