Ultrahand is the ability to move objects, with which you will then be able to build custom vehicles.

You unlock Ultrahand very early in the game. You just have to finish the Ukouh Shrine. This tutorial shrine, which teaches you how to use this amazing new ability, can be found in the first area of the game, the Great Sky Island.

Zelda Tears of the Kingdom: How To Use Ultrahand
Relax, you don't have to be an expert in construction to be able to build in Tears of the Kingdom! The first thing you have to do is find a potential object that will be useful for your invention. Stand next to it, and make sure you have the Ultrahand skill equipped.
Ultrahand basically controls like Magnesis in Breath of the Wild, so if you played TotK's predecessor, this shouldn't be too much of an issue for you. Hold the L button and select Ultrahand. Now you can grab any highlighted object by looking at it, holding L and pressing A.
You can move and rotate any grabbed object with the D-pad. Just using the four directional buttons will lift and move the object. Hold the R button while using the D-pad to rotate the item. This is particularly useful or aligning items and creating some of the crazier constructions in Tears of the Kingdom.
Obviously, individual items can be detached to correct some structural flaws. Keep in mind that you can't use the Ultrahand skill on everything, but you won't have to manually inspect every item, as eligible items will be highlighted.´
